This is not a huge problem. If a bootable CD is put into a PC after
windows or linux is already running, it is the same as a normal CD. The
problem is that the disk would need to run linux entirly from the CD and
system ram without touching the hard drive, for it to be a platform
independant linux CD. This is supposed to be possible assuming that
enough ram is in the machine, but this will take a high level of skill.

I have been told that frame buffer mode / VGA works with almost all
video cards. As VGA is supported by almost all monitors, there should
not be a monitor problem.

This is probably somthing that could be done easier than a bootable
platform independant disc.
