[bt-devel] Localisation in Options Dialog

I have put the localisation settings into the optiosns dialog, please test
and see if it works on other systems.

I have followed the model that Joachim followed for his update of BT 0.23.

All entries are in the SWORD section of the config.  If someone has other
preferences, please let me know.  I an flexible in in storing the values or
in how to set them...

As a suggestion, I think it would be beneficial to set things up so that we
don't have to close BT to activate the changes like 0,23 does (for now). 
Would it be beneficial to delete the active sword object and create a new
one with the new localisation settings?

I haven't checked, is the Sword object global?  Would this be "safe" if
presenters are open?
