I discovered that my previos problem was related to the fact that I had not
created or populated my locales.d directory.

It now works...

There is however another minor problem.  The dialog listed "Use KDE's
language settings, and de before I had a locales.d directory (even though
there was no de available).  Now that I have populated locales.d it now
lists de twice.  The other available locales are listed properly.
